Chinese ship 'accidentally rams' Philippines boat

MANILA, June 24, 2012 (AFP) -- The Philippines alleged on Sunday that a Chinese vessel accidentally rammed a local fishing boat north of a disputed South China Sea shoal, killing one and leaving four others missing.

The fishing boat set out from the northern coastal town of Bolinao, in Pangasinan province, last Monday and was reported to have sunk two days later, Office of Civil Defence chief Benito Ramos told AFP.

"Of the eight fishermen aboard, four were plucked out of sea only yesterday, but one of them died in a hospital," Ramos said. "Four more are still missing."

The rescued fishermen told authorities they believed the vessel which collided with their boat was Chinese, Ramos said, though this could not be independently verified.

Chinese embassy officials were not available for comment on Sunday.

Ramos said the incident occurred north of Scarborough Shoal where the Philippines and China have been engaged in a tense stand off since April.

"It's north of the Scarborough, though we could not determine how far in terms of distance or nautical miles," he said.

President Benigno Aquino earlier this month ordered two Philippine ships to pull out from the shoal during bad weather, a move that the Chinese said calmed tensions in the area.

While China said it would also ask its fishermen to leave the area, it stressed it had no intention of pulling out its bigger ships from there.

As of last week, there were still seven Chinese ships at the shoal, according to the Philippines foreign ministry.

The dispute began in April after Chinese government vessels blocked Philippine ships from arresting Chinese fishermen near the shoal.

Since then, both countries have maintained ships there to press their respective claims to the area.

China claims nearly all of the South China Sea, even waters close to the coasts of neighbouring countries. The Philippines says the shoal is well within its 200-nautical-mile exclusive economic zone.

The shoal sits about 230 kilometres (140 miles) from the Philippines' main island of Luzon. The nearest major Chinese landmass is 1,200 kilometres northwest of the shoal, according to Philippine navy maps.

Pope convenes cardinals to discuss leak scandal

(AP) ? Pope Benedict XVI convened a special meeting of cardinals Saturday to get their advice about how to deal with the scandal over leaked Vatican documents, another sign of the damage the leaks have done to trust in the Holy See's governance.

Benedict was already scheduled to attend a regular meeting of the heads of Vatican offices Saturday morning. The Vatican press office said he had added a second meeting later in the day with other cardinals in a bid to try to "restore a climate of serenity and trust" in the church.

And the Vatican said he would meet over the coming days with still more cardinals who will be gathering in Rome for a church feast day on Friday to "continue the dialogue with the people who share the responsibility of the church's governance with him."

The Vatican has been scrambling to cope with the leaks of hundreds of Vatican documents exposing corruption, political infighting and power struggles at the highest level of the Catholic Church. The pope's butler has been arrested in the case, accused of aggravated theft after the pope's own documents were found in his Vatican City apartment.

The Vatican is conducting two main investigations into the leaks: a criminal one headed by the Vatican gendarmes that led to the arrest of the butler, Paolo Gabriele, and another internal probe led by a commission of three cardinals tasked with getting to the bottom of the scandal.

Last weekend Benedict met with the cardinal's commission to learn details of some of the two dozen people they have questioned.

The meetings Saturday were another indication of the seriousness with which he has taken the scandal and the damage it has done to the trust that is supposed to form the basis of the Vatican's governance.

In its statement, the Vatican said the regularly scheduled meeting with department heads, aimed at coordinating the Vatican's work, was "today particularly important and urgent to show efficient witness to the union of spirit that animates the Curia."

The second meeting Saturday includes Vatican cardinals and the archbishops of Sydney and retired vicar of Rome ? two longtime papal advisers.

It was a lovely evening in P?irc Se?n Mhic Diarmada for the Electric Ireland Connacht Minor Football Championship quarter final match between Leitrim and Roscommon.? It was well supported by both camps but it was not long after throw-in to see that the Leitrim team were up against a talented Roscommon side.? By half time the damage had been done and a stronger and more clinical visiting side powered all over the field and Leitrim?s challenge which was not good enough on the day, kept trying to the end.

We all acknowledge the game did not go well, the high expectations didn?t materialise, we were well beaten by a stronger side, by a team that definitely looks capable of winning a Connacht title.? We take this opportunity to say ?Well done Roscommon? and to wish them the very best of luck going forward.? Next time we meet, today?s game will be forgotten and all will be back in the melting pot and the local rivalry will be as strong as ever!

This Leitrim group was made up of a combination of dedicated, committed, loyal and trusted souls both on and off the field of play, who were determined to give of their all for the Green and Gold, just as they have been doing year after year, proud to be our representatives, whether in the league, a tournament, a challenge game, but especially in the Championship.? Only those close to the scene can fully comprehend the effort made and rather than be critical of players and management, we should acknowledge that each of them gave of their very best. ?

When the game ended a disheartened Leitrim team linked for one last time, their 2012 season had ended but their?Green and Gold blood will have them on the road again.?

BEIRUT (AP) ? An online video showed more than a dozen bloodied corpses, some of them piled atop each other and in military uniforms, dumped beside a road in northern Syria in what the government Friday called a mass killing by rebel forces.

The circumstances of the deaths were not immediately clear, with the state-run news agency saying at least 25 men were killed. In the video ? which The Associated Press could not independently verify ? the narrator said the victims were members of the "shabiha," or pro-regime gunmen.

If confirmed, the video is yet another sign of the brutality of the Syrian conflict, which began in March 2011. As the fighting grinds on, Syria is descending into a civil war where gunmen prowl the streets and gruesome massacres are growing increasingly common.

The government has used heavy weapons and unleashed snipers and loyalist fighters, but rebels, too, have been accused of bloody attacks.

Civilians have been caught in the crossfire; activists estimate that more than 14,000 people have been killed since the start of the uprising against President Bashar Assad's regime.

In a desperate bid to end the violence after an earlier peace plan failed to do so, U.N. envoy Kofi Annan said that Iran ? one of Syria's most loyal allies ? should be part of the solution to the conflict.

Syria's state-run news agency, SANA, said the dead found in the rebel-held area of Daret Azzeh near Aleppo were killed and their bodies mutilated by terrorist groups. The government refers to rebels as terrorists.

The amateur video showing the corpses appeared to back up the allegation of a mass killing.

"The terrorist groups in Daret Azzeh committed a brutal massacre against the citizens, whom they had kidnapped earlier in the day," SANA said.

The report said at least 25 people were killed, but others were missing.

It was not clear whether the men were killed execution-style or died in clashes. An activist in the area, Mohammed Saeed, said rebels regularly collect the bodies of the dead from the government side and dump them by the side of the road so troops can collect them later.

The city of Aleppo, Syria's largest, has been relatively quiet, but towns and villages around it have seen intense clashes. Daret Azzeh has endured withering government shelling in the past two weeks as Assad's forces try to regain areas taken by rebels. The violence continued Friday, as Syrian troops shelled the area and used helicopter gunships in their attacks on rebels, Saeed said.

"The army has been trying to push through for days without success," Saeed said.

Government troops have been launching a major offensive on many areas throughout the country in the past two weeks to try to regain ground captured by the opposition. Attacks have mostly concentrated on Aleppo, the suburbs of the capital of Damascus, the central province of Homs, the southern region of Daraa and the eastern city of Deir el-Zour.

Activists reported that thousands of people demonstrated against the regime following Friday prayers in different parts of Syria, including Daraa, Aleppo, the northeastern region of Hassakeh and Damascus. The Britain-based Syrian Observatory for Human Rights said troops opened fire at protesters in Aleppo and the Damascus neighborhood of Mazzeh. Several casualties were reported.

The Syrian uprising began with regular anti-regime protests, although they have lost momentum as the revolt turned into an armed insurgency.

An international crisis meeting on Syria set for June 30 is in disarray over the involvement of Iran. The United States has vehemently opposed the participation of Iran, which Russia is demanding.

"I have made it quite clear that I believe Iran should be part of the solution," said Annan, the joint U.N.-Arab League envoy to Syria.

Annan told reporters in Geneva it was "time for countries of influence to raise the level of pressure on the parties on the ground." However, he had no specific proposals for changing his six-point peace plan, which he said Syria had not yet implemented but still might support.

"The longer we wait, the darker Syria's future becomes," said Annan, flanked by Maj. Gen. Robert Mood, the head of the struggling U.N. observer mission in Syria.

Western powers are clinging to the Annan plan, in part because there are no other clear options. There is little support for military intervention of the type that helped bring down Libya's Moammar Gadhafi during a 2011 uprising in that country, and several rounds of sanctions and other attempts to isolate Assad have done little to stop the bloodshed.

Mood praised the work of his 300 U.N. monitors, whose mandate ends next month. He conceded, however, that they are now largely confined to bureaucratic tasks and calling Syrians by phone because of dangers on the ground.

"Their commitment to the Syrian people has not faltered," he said. "Whether more observers or arming observers would be relevant to the situation on the ground, I'm far from convinced that that would help the situation on the ground."

The failure of Annan's peace plan has made it more difficult for outside observers, humanitarian workers and supplies to get in, or reliable information to filter out. Syria restricts the movement of journalists, making it hard to confirm accounts from either side.

Also Friday, the Observatory said four senior army officers have defected from the regime. The group provided a video purporting to show two brigadier generals and two colonels who declared they were joining the opposition.

The group said the defections came Thursday ? the same day a Syrian fighter pilot flew his MiG-21 warplane to neighboring Jordan, where he was given asylum.

Thousands of soldiers have abandoned the regime, but most are low-level conscripts. The Free Syria Army, the loosely linked group of rebel forces, is made up largely of defectors.

Also Friday, Syria said Friday it shot down a Turkish military plane that entered Syrian air space, and Turkey vowed to "determinedly take necessary steps" in response.

It was the most clear and dramatic escalation in tensions between the two countries, which used to be allies before the Syrian revolt began in March 2011. Turkey has become one of the strongest critics of the Syrian regime's response to the uprising.

Syria's state-run news agency, SANA, said the military spotted an "unidentified aerial target" that was flying at a low altitude and at a high speed.

"The Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly," SANA said. "The target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases."

Turkey issued a statement following a two-hour security meeting led by Turkish Prime Minister Recep Tayyip Erdogan, saying Syrian forces downed the plane and that the two Turkish pilots remain missing.

It said Turkey "will determinedly take necessary steps" in response, without saying what those actions would be.

2 bombs in busy Baghdad market kill at least 9

(AP) ? Two bombs tore through a market full of morning shoppers in northeastern Baghdad on Friday, killing at least nine people and wounding dozens more, authorities said.

The explosion came at midmorning in a market in the mostly Shiite Muslim neighborhood of Husseiniyah, where shoppers were buying goods before the heat of the day, a police official said.

The blasts were the latest in a fierce wave of attacks in Iraq in the past two weeks that has killed more than 125 people, mostly Shiite Muslims and government security forces.

The bloodshed highlights the struggle the Iraqi government faces in defeating al-Qaida-linked insurgents and staving off renewed sectarian warfare. The government itself is deadlocked over largely sectarian political conflicts.

Minutes later, a second bomb went off, apparently targeting police who had rushed to the scene.

The death toll was at least nine people dead and more than 50 wounded, a medical official said . Both officials spoke on condition of anonymity because they were not authorized to release the information.

In a separate attack earlier Friday, gunmen opened fire on a police checkpoint in western Baghdad, killing three officers, the police official said.

If this does not get you excited then nothing will! This article is written for two kinds of people in mind- for someone who, financially, things are difficult. And for someone who cannot craft a personal roadmap to success, happiness, contentment etc! This article will shed some light!

First let?s put this into perspective, what is personal development? It is the act of taking steps towards improving yourself or life in areas you feel you are lacking. It is also an act of finding a better way to handle dysfunctional emotions and thoughts. It just depends on an individual on what they want to handle about their life.

Second question is, why do we need self development? Because as we grow up we experience life in a way we totally didn?t envision when we were young. Our life plans crumble before our very eyes; we get emotionally challenged by events happening in and around us, we develop habitual behaviors that don?t serve us, etc. So we need self help materials to unlearn our old ways and habits that do not serve us anymore, we need ways to improve our relationships, we need to heal wounds from childhood, we need robust ways to deal with a whirlpool of our destructive emotions.





On the flip side we need self improvement to acquire new skills to handle challenging situations in life better. We learn to read and write, how to run a business, how to eat healthy, how to be a better communicator, marketing, etc. We develop personal skills to be a better employee, a loving spouse, a compassionate boss, or be qualified for that new job to get a better pay, learn how to use the computer to avoid being laid off, etc. The list goes on and on. It boils down to an individual noticing what it is that they need to develop about themselves to enjoy the fruits of what they would become.

If you?ve noticed I have described two different types of self development ? self development dealing with the psyche, or mind or emotion (something along those lines) and another that involves acquiring a skill like writing, communication, or dancing etc. The former normally addresses your subconscious while the latter is a classroom kind of style.

Let me explain, self development that addresses your subconscious works on your belief system, it helps you to (consciously or unconsciously) identify your self-defeating thoughts to replace them with constructive thoughts. This is the kind of self help that suddenly you find yourself seeing life in a whole new way and realize your fate is not cast in stone. You become aware that you can craft your future the way you like.

The classroom type of self development, is the kind of teaching where you practically do something. Say you want to learn how to drive a car, your take a course. You want to be a better mother to your child, you take a course on parenting. You want to be an internet marketer; you take a course on internet marketing?Though I say classroom style I don?t mean to say this learning must be formal. It can be an informal type of learning. You don?t need a degree or certificate to be a better parent all you need is buy self help books or attend a self growth seminar!

I don?t want to mess up these two meanings! So here is my next attempt to explain these types of self development; Lisa Nichols, one of the teachers in the hit movie The Secret, coins it beautifully in her No Matter What Home Study Course. In her introduction to the course she says this course is ?designed to speak to you in many levels, it is multi-faceted unlike traditional ones which can be linear, teaching you from many angles sort of like an octopus?? So simply put the teaching that addresses your subconscious is multi faceted while the classroom kind I refer to is more traditional style of teaching. I hope this clarifies it a bit!

There are programs that bridge the gap between classroom style of teaching and the subconscious style of personal development, and there are those that are a combination of the two. Each method or option is OK depending on the individual. Some people want to develop personal skills, some need to know how to handle certain emotions, some need to find ways to connect with their thoughts, etc. More often than not when we come to realize that we need to improve ourselves in some way, we become faced with 2 major problems;

- lack of money and/or

- the roadmap to guide our way

Lack of money may be due to not earning enough money or purchasing every self help book or program that comes our way (with no or little results) and end up being broke! The second problem (i.e. when you don?t have a roadmap to follow) is two fold; it may lead to lack of money because of haphazardly purchasing anything or just the lack of knowledge of what is best. One of the best options to alleviate the 2 above problems is to find a system or product that gives you the ability to raise more money and at the same time provide a roadmap of how you can improve your life?

Sure, growing up too soon happens to plenty of kids these days. But when our guest blogger's 10-year-old started asking about culinary school and car shopping online? Whoa, kid. Whoa.

World?s first commercial IBM Hot-Water Cooled Supercomputer Consumes 40% Less Energy


The Leibniz Supercomputing Center (LRZ), in collaboration with IBM, today announced the world?s first commercially available hot-water cooled supercomputer, a powerful, high-performance system designed to help researchers and industrial institutions across Europe investigate and solve some of the world?s most daunting scientific challenges. The new LRZ SuperMUC system was built with IBM System x iDataPlex Direct Water Cooled dx360 M4 servers with more than 150,000 cores to provide a peak performance of up to three petaflops, which is equivalent to the work of more than 110,000 personal computers.

Palestinian footballer to end strike, go free

RAMALLAH, West Bank (AP) ? A member of the Palestinian national soccer team, imprisoned by Israel for nearly three years, agreed Monday to end a hunger strike of more than three months in exchange for his release July 10, his lawyer said.

The deal to free Mahmoud Sarsak would end the longest hunger strike ever launched by a Palestinian prisoner held by Israel. In a symbolic act, Sarsak, who has shed nearly half his normal weight, ate a small piece of chocolate on Monday evening to show the strike was over.

Israel has accused Sarsak of being active in the violent group Islamic Jihad, a claim he has denied. He was arrested in July 2009 at a crossing between his native Gaza and Israel on his way to the West Bank for a football match. He has been imprisoned since then without formal charges or trial.

In March, he launched a hunger strike to press demands for his release.

As his condition deteriorated, prominent figures in the sports world came to his support. FIFA's president asked Israel's football federation to urgently intercede on Sarsak's behalf with the Israeli authorities and FIFPro, an international organization of professional footballers, called for his release. Former Manchester United great Eric Cantona, British filmmaker Ken Loach and others signed a petition calling for freedom for the player.

Meanwhile, Palestine soccer officials, citing Sarsak's ordeal, asked UEFA to remove Israel as the host of the 2013 European Under-21 Championship.

In a letter released late Monday by Israel's football association, UEFA President Michel Platini said the tournament would be held in Israel "despite a certain amount of pressure being put on us."

Sarsak's lawyer, Mohammed Jabareen, said the agreement to release his client was reached with Israel's Prisons Authority.

As part of the arrangement he will be transferred from a prison clinic to a civilian hospital on Tuesday to help him recover from the long fast, the lawyer said. On July 10, the 25-year-old Sarsak is to be released and sent to Gaza, Jabareen added.

Israel's Prisons Authority spokeswoman Sivan Weizman declined comment Monday.

Earlier this month, independent doctors who examined Sarsak said he suffered from fainting spells, memory lapses and dangerous pulse disruptions. Six days ago, as negotiations on a release deal moved ahead, Sarsak agreed to drink vitamin-infused milk, and he has gained five kilograms, or 11 pounds, since then, Jabareen said.

Hundreds of Palestinians imprisoned by Israel have staged hunger strikes this year, but none have generated as much international support as Sarsak, who kept going when the others stopped.

Israel portrayed Sarsak as a dangerous activist in the violent Iranian-backed Islamic Jihad, which has killed scores of Israelis in bombings and shootings. Israel's Shin Bet security service has alleged that Sarsak once planted a bomb that injured an Israeli soldier but acknowledged in a statement that "there is no evidence available to try him for criminal activity."

Palestinians have hailed hunger strikes as the first effective means in years of exerting pressure on Israel. The protests, which brought several prisoners close to death, Sarsak among them, have also drawn attention to Israel's practice of holding Palestinians without charges or trial, in so-called administrative detention.

Among those held without trial or charges, Sarsak is a special case. Israel has imprisoned him as an "unlawful combatant," a status with even fewer legal rights than those of administrative detainees, according to the Israeli rights group B'Tselem. There's a legal review every six months, but the burden proof is on the prisoner to show he is no longer dangerous, the group said.

The designation of "unlawful combatant" is used for detainees from abroad, and Israel places Gaza in that category. Israel says it cut all ties with Gaza when it withdrew in 2005, after 38 years of occupation. After the takeover of Gaza by the Islamic militant Hamas, Israel declared the territory a "hostile entity."

Sarsak is currently the only "unlawful combatant" held in Israel, according to the Israel Prisons Authority.

He was arrested on July 22, 2009, at a crossing between Gaza and Israel. At the time, he was en route to the West Bank, on the other side of Israel, for a game against a West Bank club.

Romney won't say he'll overturn immigration order

BRUNSWICK, Ohio (AP) ? Mitt Romney in an interview aired Sunday repeatedly refused to say that he would overturn President Barack Obama's new policy allowing some young illegal immigrants to stay in the United States. He claimed Obama's decision was political, while senior White House adviser David Plouffe said the move wasn't motivated by politics.

The Republican presidential candidate was asked three times in an interview on CBS' "Face the Nation" whether he would overturn the executive order issued Friday if he's elected in the fall. He refused to directly answer.

"It would be overtaken by events," Romney said when pressed for the second time by moderator Bob Schieffer during the interview taped Saturday while the former Massachusetts governor's bus tour stopped in Pennsylvania.

He explained the order would become irrelevant "by virtue of my putting in place a long-term solution, with legislation which creates law that relates to these individuals such that they know what their setting is going to be, not just for the term of a president but on a permanent basis."

Romney's Rust Belt tour swept through Ohio on Sunday. He attended a Father's Day pancake breakfast with two of his sons and five of his 18 grandchildren. He told a rain-soaked crowd that the weather was a metaphor for the country and that "three and half years of dark clouds are about to part." At a second event in Newark, near Columbus, Romney told a cheering crowd that the president's slogan had changed.

"Last time when he was running for president his campaign theme was hope and change. This time he's hoping to change the subject because the American people are not happy," Romney said, speaking for about nine minutes as Occupy Wall Street protesters yelled from a nearby sidewalk.

He planned a third in the state Sunday, where he was set to campaign with House Speaker John Boehner.

In the TV interview, Romney suggested that Obama's decision on immigration was motivated by politics. "If he felt seriously about this he should have taken action when he had a Democrat House and Senate, but he didn't. He saves these sort of things until four and a half months before the general election," he said.

Plouffe, the Obama adviser, sent by the White House to four of the talk shows, contended that Obama's action, which appeals to Hispanic voters who are critical to the president's re-election effort, was not "a political move."

Still, Plouffe acknowledged that Obama's team expects an extraordinarily close election. "It's going to come down to a few votes per precinct in a few states," Plouffe said in an interview on NBC's Meet the Press. His comment underscores the reality that a small number of extra votes from Hispanics could make the difference in some key states like Nevada and Colorado.

Obama's order has put Romney in the difficult position, forcing him to decide between possibly alienating Hispanic voters with tough talk or stoking anger within a conservative GOP base that was slow to warm to him during the primary process.

Romney's comments represent a further softening of his rhetoric on immigration since the GOP primary campaign ended.

For example, before the Iowa caucuses in January, when he faced the challenge of winning over the right-wing base of the GOP, he pledged to veto legislation backed by Democrats that would have created a path to citizenship for illegal immigrants brought to the U.S. as children. Instead of emphasizing the plight of illegal immigrants, Romney focused on the consequences illegal immigration has for U.S. jobs.

Obama's immigration announcement disrupted the start of Romney's five-day bus tour through small cities and towns in six important states.

The tour, now on its third day, scheduled three stops, including two in Ohio towns just outside the metropolitan areas of Cleveland and Columbus. Romney spent the first two days in New Hampshire and Pennsylvania, where he assailed Obama and insisted that he's the candidate who will give middle-class Americans "a fair shot."

The Obama administration said the policy change announced Friday will affect as many as 800,000 immigrants who have lived in fear of deportation. Obama's move bypasses Congress and partially achieves the goals of the Democrats' long-stalled legislation aimed at young illegal immigrants who went to college or served in the military.

Under the administration plan, illegal immigrants will be able to avoid deportation if they can prove they were brought to the United States before they turned 16 and are younger than 30, have been in the country for at least five continuous years, have no criminal history, graduated from a U.S. high school or earned a GED diploma or certificate, or served in the military. They also can apply for a work permit that will be good for two years with no limits on how many times it can be renewed.

Romney's CBS interview was his first in more than a year with a Sunday talk show on a network other than Fox. It covered a range of topics, including health care, Romney's political future and the European financial crisis.

Romney said that the American banking sector "is able to weather the storm" in Europe. He said European countries are capable of dealing with their mess "if they choose to do so" and the U.S. doesn't want to get into the business of bailing out foreign banks. Romney also does not favor another round of economic stimulus by the Federal Reserve, saying a previous one didn't have the desired effect.

Romney also taped an interview with CSPAN, aired Sunday, and emphasized he wouldn't implement an austerity plan in the U.S. if elected. "What we would never do would be to dramatically slash spending by a trillion or $2 trillion as I came into the White House," he said. Instead, Romney said he will cut programs that would have otherwise grown more expensive over time.

In the CBS interview, the former Massachusetts governor ? whose healthcare plan for the state served as the model for the national health reform law ? outlined steps he'd take if the Supreme Court strikes it down.

On Iran, Romney said he would be willing to "take military action if necessary" to prevent the country from becoming a nuclear power.

Romney also insisted that he isn't worried about his own political future. "I don't have a political career," Romney said. "I spent my life in the private sector.I don't care about re-elections." Moderator Bob Schieffer asked, "So you're not saying you just intend to serve one term?"

Romney replied that for him "this is not about politics. This is not about did I win this or did they win this. This is about what can we do to get America right."
