American Academy of Pediatrics weighs in for first time on organic foods for children

ScienceDaily (Oct. 22, 2012) ? Parents know it's important for children to eat a wide variety of fruits and vegetables, low-fat dairy products, and whole grains. But it's less clear whether spending the extra money on organic foods will bring a significant benefit to their children's health.

To offer guidance to parents -- and the pediatricians caring for their children's health -- the American Academy of Pediatrics (AAP) has conducted an extensive analysis of scientific evidence surrounding organic produce, dairy products and meat. The conclusion is mixed: While organic foods have the same vitamins, minerals, antioxidants, proteins, lipids and other nutrients as conventional foods, they also have lower pesticide levels, which may be significant for children. Organically raised animals are also less likely to be contaminated with drug-resistant bacteria because organic farming rules prohibit the non-therapeutic use of antibiotics.

However, in the long term, there is currently no direct evidence that consuming an organic diet leads to improved health or lower risk of disease. No large studies in humans have been performed that specifically address this issue.

"What's most important is that children eat a healthy diet rich in fruits, vegetables, whole grains, and low-fat or fat-free dairy products, whether those are conventional or organic foods. This type of diet has proven health benefits," said Janet Silverstein, MD, FAAP, a member of the AAP Committee on Nutrition and one of the lead authors of the report. "Many families have a limited food budget, and we do not want families to choose to consume smaller amounts of more expensive organic foods and thus reduce their overall intake of healthy foods like produce."

The AAP report, "Organic Foods: Health and Environmental Advantages and Disadvantages," was released on Oct. 22 at the AAP National Conference & Exhibition in New Orleans. It will be published in the November 2012 issue of Pediatrics (published online Oct. 22). The report outlines the research that has been conducted on organic foods, including convincing evidence of lower exposure to pesticides and less contamination of livestock with drug-resistant bacteria.

"At this point, we simply do not have the scientific evidence to know whether the difference in pesticide levels will impact a person's health over a lifetime, though we do know that children -- especially young children whose brains are developing -- are uniquely vulnerable to chemical exposures," said Joel Forman, MD, FAAP, a member of the AAP Council on Environmental Health and one of the lead authors of the AAP clinical report.

If cost is a factor, families can be selective in choosing organic foods, Dr. Forman said. Some conventionally grown fruits and vegetables tend to have lower pesticide residues. The AAP cites organic shopper's guides like those provided by Consumer Reports and the Environmental Working Group as references for consumers. The AAP found no individual health benefit from purchasing organic milk, but emphasizes that all milk should be pasteurized to reduce the risk of bacterial infections. Raw milk increases the risk of serious infection with bacteria including Salmonella, E. coli, Listeria, Campylobacter and Brucella.

Purchasing meat from organic farms that do not use antibiotics for nontherapeutic uses has the potential to reduce antibiotic resistance in bacteria that infect people. The AAP calls for large, well-designed, prospective cohort studies that directly measure environmental exposures such as estrogen at low levels to understand the impact of hormonal exposure of children through milk and meat.

The AAP report also notes that the motivation to choose organic produce, meat and dairy products may be reasonably based on larger environmental issues, as well as human health impacts like pollution and global climate change.

"Pediatricians want families to have the information they need to make wise food choices," said Dr. Forman. "We hope that additional research will improve our understanding of these issues, including large studies that measure environmental exposures and neurodevelopment."

No-Fail Slow Cooker Pot Roast - Cheshire, CT Patch

?

Crockpots or slow-cookers are great to use for many dishes, however, some such as meat dishes need a little extra prep work to get it right.

I have made this pot roast recipe many times and have tried to perfect it so the meat as well as the veggies come out tender all at the same time. Six hours on "high" for my crockpot seems to do the trick.

This recipe takes a little advance work and always makes a mess of my cook-top, but the end result of tasty, tender pot roast the whole family will enjoy is worth the clean up.

Slow-Cooker Pot Roast

Depending upon size of roast, serves 5-8

  • 2-3 cups baby carrots (not sliced)
  • 3-4 ribs of celery, cut into 1 inch pieces
  • One 3 to 5 pound pot roast (I used a 3 lb. boneless chuck roast)
  • salt and pepper
  • flour for dusting
  • 1 T of vegetable oil
  • 1 T butter
  • 1 large onion, chopped
  • 2 garlic cloves, minced
  • 8 oz. package fresh mushrooms, sliced thick
  • 1 T flour
  • 1 T tomato paste or ketchup
  • 2 1/2 cups chicken, beef or vegetable broth

Directions:

  • Place baby carrots and celery slices in the slow cooker.
  • Season roast with salt and pepper and lightly coat with flour. In a large stainless steel frying pan, heat vegetable oil until hot. (Try not to use a non-stick pan as you want a good browning on the roast).?
  • Brown the roast on all sides until evenly browned.? Place browned roast on top of carrots and celery in slow cooker.
  • In same frying pan, melt the butter and add the onions, sauteing for several minutes. Add the garlic and cook briefly, but don't let it brown. Add mushrooms, flour, tomato paste or ketchup, and broth and cook, stirring up any browned bits left from the roast. Stir well for a few minutes then carefully pour this mixture on top of the roast in the slow cooker.
  • Cover, and cook on high for 6 hours. After about 3 hours, you can turn the roast over if you desire (and are at home to do so) but it's not necessary.
  • When 6 hours is over, remove the roast and place on a rimmed cutting board. With the cover off the slow cooker, keep the temperature on high and stir the sauce, letting it thicken slightly. If desired, stir together one teaspoon each of butter and flour and add to sauce if it needs thickening.
  • To serve, slice pot roast into chucks and place on top of mashed potatoes or cooked egg noodles with the vegetables and gravy.

The Boy Scouts of America fought to keep those files confidential. (AP Photo/Greg Wahl-Stephens)

PORTLAND, Ore. (AP) ? A website with files showing the Boy Scouts of America's cover-up of decades of sexual abuse is generating interest from people wanting to know who the alleged abusers are and whether people who molested them as Scouts are in the files.

Release of the files has also prompted a debate on the Boy Scouts' Facebook page. Some people said they'd never allow their children to be involved in the organization and criticized the secrecy of the files. Others described positive experiences in the Scouts for themselves or their children, saying the organization's efforts to prevent abuse have improved significantly.

The 14,500 pages of Scout files, from 1959-1985, were posted Thursday on the website of Kelly Clark, the Portland attorney who used the files as evidence in a 2010 lawsuit he won against the Scouts.

The website got more than 200,000 hits within the first few hours of the files' posting, crashing the site.

Clark said his firm has received about four dozen emails from people about the documents. About half came from people who say they were abused when they were in the Scouts and were interested in filing lawsuits.

Some of the emails have given details about alleged abuse, Clark said.

There are also emails from people who tell of other alleged perpetrators who are not in the files.

"We had many people say thank you for posting the documents," Clark said.

At least six people have contacted reporters for The Associated Press with questions about reporting sex abuse when they were in the Scouts. None agreed to speak to the AP on the record.

The Scouts have said they plan to review every file from 1965 to the present and, in cases where it's unclear whether the incident was reported to police, the Scouts said they'll contact authorities.

Deron Smith, spokesman for the Scouts, said Thursday the organization is currently looking through those files to find cases of "good-faith suspicions" so they can be reported to police. The Scout files are filled with unsubstantiated allegations.

In their own review of the files that were released on Thursday, the Scouts found that law enforcement had been involved in about two-thirds of the cases. The organization is going through the remainder to find cases where there seem to be good reasons to alert law authorities.

The Scouts have apologized for not following up. The files were created for the purpose of registering Scout leaders, Smith said, and were considered internal, confidential documents, which is why they weren't always shared with authorities.

Attorney Paul Mones, Clark's colleague, said uploading the files "democratized" information that was only available to lawyers and the Scouts.

"It's a testament to the new generation of communication," Mones said.

The files have been maintained by the Scouts since soon after their founding in 1910. They consist of memos from local and national Scout executives, handwritten letters from victims and their parents and newspaper clippings about legal cases.

The files contain details about proven molesters, but also unsubstantiated allegations. People paging through the files would find both. Clark says there are undoubtedly some people in the files who were wrongly accused, and the Scouts point out that many cases of abuse were dealt with properly.

For those who say they were molested, statutes of limitations in most states would prevent many people from filing lawsuits or criminal charges, Clark said. But in some cases ? like a first-degree sexual assault in New York ? the state has set no time limit.

Legal experts say that aside from the statute of limitations, it could be difficult to bring charges against suspected molesters in the files because victims need to be found, and they need to be persuaded to give evidence.

"Trying to prosecute a case that old, you need to have a willing victim," said Josh Marquis, district attorney for Clatsop County in Oregon.

Victims of abuse years ago may be unwilling to come forward because it would create upheaval in their lives, Marquis said.

With the files now available, law enforcement and the public can do their own checking, something David Clohessy, director of the Survivors Network of those Abused by Priests, said should have been available to those groups all along.

"The Scouts have got to expose, list and severely punish every former employee or volunteer who ignored or concealed child sex crimes," Clohessy said. "Nothing will have a quicker and more long-lasting impact of changing the culture of recklessness and secrecy."

Sell this! Tech retail is booming, and its jobs are, too | Arbitrage ...

If?you?re tech-savvy, a conversationalist, and a people person, a position in tech retail could be a great fit for you

You scroll through your contacts list with a swipe of your the finger on the touch screen of your latest smartphone. The playlist on your MP3 player blasts music to your ears via a pair of noise-cancelling headphones. You love your gadgets. You know them inside out. So why not turn that knowledge into a job with a technology retailer?

Openings in tech retail?sales associates, customer service representatives, and product specialists?are out there, and more are likely on the way. Microsoft plans to open its first Canadian retail outlet in Toronto?s Yorkdale mall this fall, while Samsung opened its first North American store in Burnaby last July.

The global tech retail industry grew steadily over the last five years and is expected to grow through to 2017. Rising consumer incomes, new retail outlets, and changing lifestyles are driving the rising demand in tech retail, according to a report on the technology retail industry by market research firm Lucintel.

?The ideal candidate for our retail locations would have previous retail or customer service experience,? says Melissa McCague, recruitment coordinator at The Source. ?We look for people who are professional and confident enough to approach customers and engage them in the sales conversation.?

McCague adds that a strong understanding of current and developing technology is a major plus. That knowledge of technology helped Ricardo Vazquez land a job as a product specialist at the Apple store while he was in his third year at University of Toronto Mississauga, where he specialized in visual culture and communication.

?I had a little retail experience and I didn?t take any specific courses for the position, but I had enough passion for the products,? says Vazquez. ?Apple was looking for someone with excellent communication skills and a personality that was worth remembering.?

Beyond personality and communication skills, it helps if you?re knowledgeable not only of tech products, but peripheral information like service plans. Richard Lemieux is the owner of the Calgary outlet of Cell Phone Repair, a store specializing in repairing cell phones, tablets, GPS units, and other devices.

?We deal with people who have phones on different plans,? says Lemieux, ?so we have to know about contracts, renewal dates, and replacement plans, to help customers decide whether it?s best to repair a phone or hold out until a contract is up for renewal.?

Tech retail jobs come with their own set of challenges, like unfriendly or impatient customers, and sometimes simply too many customers.

?During product launches, the store had a surreal number of customers, and we had to provide individual attention to every customer,? says Vazquez. While providing one-on-one support was part of the territory, Vazquez notes that teamwork within the store was a normal part of the workday, with staff specializing in different areas coming together to help customers work out their quandaries.

Being able to solve problems and work in an ever-changing environment that promotes continuous learning are some of the rewards that come from a position in tech retail.

Say you?re on the sales floor, showing a customer how to tweet from a new tablet. Is that as far as a tech retail job can go? Certainly not, according to McCague. ?We have many great stories of associates that come from the store level and grow with the company to senior positions within merchandising, marketing, and e-commerce. We provide training courses for all associates to ensure they are current on products, company policies, procedures, and relevant legislation,? she says.

If you?re tech-savvy, a conversationalist, and a people person, a position in tech retail could be a great fit for you. Who knows? You just might find your hands on the smartphone that everyone else camped out in front of your store is waiting for.

The ability to communicate effectively and build relationships tops the list of qualities that Maria Odoardi, vice president of people at Softchoice, a retailer of technology products and services, looks for.

?When we?re looking at recent grads, some experience in sales is great, but we?re looking for any demonstrated experience with public speaking or any experience that shows an ease of communication,? says Odoardi.

(AP) ? NHL Commissioner Gary Bettman received three counterproposals from the players' association on Thursday and left the negotiating table "thoroughly disappointed."

No new talks have been scheduled, and the possibility of a full hockey regular season is quickly shrinking.

"This is not a good day," union executive director Donald Fehr said. "It should have been."

The players' association offered multiple options in response to the NHL's offer on Tuesday that called for an 82-game season and a 50-50 split of hockey-related revenues between owners and players.

Bettman said that proposal was the "best that we could do" and added that the two sides are still far apart.

"None of the three variations of player share that they gave us even began to approach 50-50, either at all or for some long period of time," Bettman said.

"It's clear we're not speaking the same language."

Bettman said he was still hopeful the league can have a full season, but time is running out to make that happen.

"I am concerned based on the proposal that was made today that things are not progressing," he said. "To the contrary, I view the proposal made by the players' association in many ways a step backward."

Bettman said Tuesday that the sides would have to reach an agreement by Oct. 25 for a full season to be played.

"We came in here today with those proposals thinking that we could really make some progress," Pittsburgh Penguins star Sidney Crosby said. "To hear those words (from Bettman) kind of shuts it down pretty quickly. In a nutshell it doesn't look good."

Fehr said two of the union's proposals would have the players take a fixed amount of revenue, which would turn into an approximate 50-50 split over the term of the deal, provided league revenues continued to grow.

The third approach would be a 50-50 split, as long as the league honored all existing contracts at full value.

NHL Deputy Commissioner Bill Daly disputed the union's assessment of that offer.

"The so called 50-50 deal, plus honoring current contracts proposed by the NHL Players' Association is being misrepresented," Daly said. "It is not a 50-50 deal. It is most likely a 56- to 57-percent deal in Year One and never gets to 50 percent during the proposed five-year term of the agreement.

"The proposal contemplates paying the players approximately $650 million outside of the players' share. In effect, the union is proposing to change the accounting rules to be able to say '50-50,' when in reality it is not. The union told us that they had not yet 'run the numbers.' We did."

Fehr said the players would sacrifice nearly $1.8 billion in revenue under the league's proposal. He added that concessions made by the players in the last round of bargaining have cost them $3.3 billion over the term of the last agreement.

The players received 57 percent of revenues in the collective bargaining agreement that expired last month.

NHL players showed up in force Thursday as the union made its various offers.

Among the 18 players at the talks were Crosby, Jarome Iginla, Jonathan Toews and Eric Staal. The scene looked similar to one in August when the union made its first proposal.

The lockout ? the third of the Bettman era ? began Sept. 16, and the league canceled regular-season games through Oct. 24. Bettman, in announcing the new proposal, called it "a fair offer for a long-term deal" and "one that we hope gets a positive reaction."

It didn't, and now the clock is an even bigger factor.

There is only one week to strike a deal for the season to start by Nov. 2, three weeks behind schedule. If those deadlines are met, teams would be able to hold makeshift training camps for one week, and then play one extra game every five weeks to make up for the lost time and complete a full slate.

"I don't know what the next step is," Bettman said. "I'm obviously very discouraged."

In releasing the details, the NHL confirmed the offer was for six years with a mutual option for a seventh. The plan includes a 50-50 split in hockey-related revenue, which is a step forward. The NHL had proposed in July to cut the percentage of HRR from 57 percent to 43, then increased its offer in September to about 47.

Management included a provision to ensure players receive all money promised in existing contracts, but the union is concerned with what management termed the "make-whole provision." If the players' share falls short of their $1.883 billion in 2011-12, the players would be paid up to $149 million of deferred compensation in the first year of a new deal and up to $62 million in the second.

However, the union believes that money would be counted against the players' share in later years.

An excited Drake: 'I got my high school diploma'

(AP) ? A day after earning his high school diploma, an excited Drake performed hit songs for a few hundred people at an event for Tyra Banks.

The 25-year-old told the crowd Thursday night that he took a small break from music and "spent some time going back to high school."

"I got my high school diploma," he said with excitement as the crowd roared.

Drake also posted on Twitter late Wednesday that he earned a 97 percent on his final exam and an 88 percent in his last class through work with a private tutor. The Canadian dropped out of high school, ironically, to star in the high school TV series "Degrassi: The Next Generation." He played the role of Jimmy Brooks.

Blog Archive ? Top Advice For Maximizing Your Online Marketing ...

When you first start out marketing on the internet you need to be well prepared. Your message and product will be lost amid a sea of many other similar products and companies, all with the same goals as you. Maybe it?s a craft product. You have to make sure it?s perfect, ask family and friends, and determine the amount of time and cost you require. The tips listed below will help you properly develop an affiliate marketing strategy.

Read up on psychology to understand marketing online. Psychological factors can drastically effect the way that someone perceives your brand, based on the color, outlay and theme of your site. Knowing this information will prove very valuable towards increasing your profit margin.

Give your business more legitimacy by using your real name along with a title. If you are the owner of a business you should be the CEO. If you are not the owner of the business, grant yourself a different title that signifies power and authority. List your title after your name on emails.

Offer an online freebie that is related to your company and site. Brand it with your logo, and send it to other websites that offer freebies. For instance, if you come up with a free e-book, make sure to submit it to other websites that host free e-books. Many web sites offer freebies like e-books for submission.

Use emotional descriptions in your advertising to facilitate attachment to products. This enables you to build brand recognition. There are many words like ?security? that invoke certain feelings.

You should spend enough time to at least learn a little about web design. You can look up a lot of information online about learning HTML, CSS or other things that go into web design. Set aside half an hour a day, and you will soon be ready to tackle the design.

As part of your marketing strategy for your business, you may want to create a public consumer relations page. It would contain all current events, news and information about your business and industry. This is an easy and effective way to show your business to the public.

Use phrases like ?limited edition? or ?special edition? in your online adverting. People generally want to own items which are exclusive, so using these phrases in your marketing materiel can tempt people to purchase your product quickly.

Internet promotion will be similar to people familiar with other markets in some ways, but it also has a lot about it that?s entirely unique. As an example, title tags may stop being a focus of search engines. If this happened, you?d have to quickly shift your focus to something else, like video marketing.

Consider what a customer would think of your web page when you are reviewing it. Is your site easy to navigate through? Is your content fun and interesting? Are orders easy to place? You?re going to invest plenty of time and effort in drawing people to your site; it would be a shame if they turned away at the last minute because they find it confusing or boring.

Design your emails so that they create a sense of urgency to act in your customers. The call to action should be something like purchasing your product, joining your subscriber list, or visiting your site. You can then see how effective your email was by measuring your response rate.

Even if your business is just a home office with an internet presence, take the time to create a logo and slogan. Using these tools helps potential customers remember you. A good slogan can stay with a potential customer for a long time. When customers are ready to purchase a product that you sell, that very slogan could be the first thing that comes to their minds, driving the sale to you.

It is important to keep detailed information of your website. You need to monitor your traffic, sales and outreach. Calculate your referral and conversion rates to figure out how efficient your campaign is. Using good accounting skills to assemble statistics enables you to see your business in full, and identify both what is working and what may need tweaking in your marketing plan.

Think about things that you can offer to visitors to your site for free. People will visit just to take advantage of the free offer and they may stick around for a while if the site catches their eye. Many business accomplish this by providing a free calculation tool relevant to the product for sale.

The tips in this article can help you in your venture. If you prepare well in advance of listing your merchandise, you are sure to meet success. You?ll be producing a very real income in no time, along with the feeling of success

Build Brands Through Social Media Marketing | Canadian Small ...

Social Media Marketing is a form of internet marketing, which seeks to achieve branding and marketing communication goals through the participation in various social media networks like Twitter, YouTube, and Facebook, social web application like StumbleUpon, Digg, Delicious, Reddit. The goal of Social Media Marketing campaigns vary from business to business, but mainly involve building of brand awareness, increasing visibility, and through this, selling a product or service.

Social Media Marketing is becoming an essential marketing tool for connecting with customers and optimizing online presence. Social Media describes the tools and platforms, people use to publish, converse and share content online. Video, pod cast, blogs, discussion boards and social networking sites are all tools that businesses can use to build relationship with their customers and ultimately keep them on their websites longer. Social media provides more opportunities for organizations to present optimized content that can be indexed by search engines and ultimately improves site rating.

To implement some of the social media elements, it is first important to evaluate your customers to create an effective strategy. If your consumers are professionals who commute, then pod cast can be downloaded and can be very effective.

Posting video content on YouTube is a unique opportunity to improve your position in Google?s search results. With YouTube, customers can visit the site, view your video and easily post to their own blogs, social networking profiles or websites. YouTube is a great way to reach a broader viewer and generate buzz around new products, especially if your product has a visual appeal.

Building a healthy relationship with the customer that will last is an on-going process for a businessperson. Social media takes this a step further by making that relationship more personal. It gives the customer some insight about you, not only about your product or service.

A blog, which includes video, pictures and text, can build interest and loyalty among customers and a new way to get your business recognized by search engines. Creating a page dedicated to community interaction with website visitors can go a long way to building a community.

Social media encourages social visits to your site. Keep adding content to encourage customers to return regularly. With the advent of social media, consumers have become contributors, contributing to brand messaging. Social Media Marketing when paired with other marketing tactics, such as Search Engine Optimization (SEO) become the starting point for building a great community for your business' website.

Commercial Property Real Estate Blog | Sharpe Properties ...

Barry Sharpe, a commercial property owner as well as a tax appeal agent, would be impacted in multiple ways if Florida voters approved tax reform measure Amendment 4.

Sharpe could see his business of representing property owners disputing their tax bill take a hit. Many clients likely would see their taxes decline without his help.

He also worries the measure would counter reasons for property owners like him to upgrade their assets, despite a potential tax savings from a lower limit on assessment increases.

"The whole intent of the amendment is for people to have houses," Sharpe said. "I think [the Legislature] made a mistake doing this cap for commercial properties. ... Doing improvements triggers a new assessment and a new tax you have to pay."

If the amendment passes with the required 60 percent vote, the current 10 percent cap on tax assessments for non-homesteaded properties would be slashed to 5 percent starting on Jan. 1.

Also, first-time home buyers would be eligible for an additional homestead exemption that would expire after five years.

A third element, dubbed by some the "recapture" provision, would give the Florida Legislature the authority to pass a law preventing assessment increases for certain properties if the market value (also called just value) declines in a given year.

Early voting begins on Oct. 27.

Plenty of Attention

Of the 12 proposed constitutional amendments on the Nov. 6 ballot, Amendment 4 is getting the most attention for its potential impact on the state's real estate market and damage on municipal government revenues.

During a "webinar" presentation last week explaining its opposition to the amendment, the Florida League of Cities cited an estimate from the state's Office of Economic and Demographic Research that non-school taxing authorities would lose $1.7 billion in tax revenue over the next four years if Amendment 4 passes.

Proponents like real estate industry trade group Florida Realtors have raised millions of dollars in support of the amendment. They say the measure would provide several much-needed fixes to Florida's flawed property tax system.

The 1992 passage of the Save Our Homes Act put a 3 percent cap on assessment increases for homesteaded properties. Proponents of Amendment 4 say Save Our Homes was the precursor to problems homeowners had during the real estate boom. Property values were soaring, but many owners could not cash in because the Save Our Homes' tax savings could not be transferred to another property at the time.

"People were feeling like they were locked in their homes," according to Florida Realtors lobbyist Trey Price.

That issue was addressed four years ago with the passage of Amendment 1. That amendment included a "portability" component that allowed homeowners to transfer their tax benefit to new primary residences.

In addition to the portability component, Amendment 1 created the 10 percent cap for non-homesteaded properties.

"A huge amount of the taxable burden in Florida shifted to non-homesteaded property" during the boom, Price said.

"We believe this is significant reform or we wouldn't push it."

Amendment 4 opponents like the League of Cities agree the state needs extensive tax reform, but say Amendment 4 "exacerbates the inequities" within the existing system.

"Save Our Homes was a noble tax policy, as you don't want to tax people out of their homes," said League of Cities lobbyist Amber Hughes during last week's webinar. But Save Our Homes had "unintended consequences" and Amendment 4 would have its own adverse impact, she said.

User-Friendly

Amendment 4 includes "a couple of things that are user-friendly," according to investor and tax appeal agent Sharpe.

The Legislature would be able to ease the burdensome spread between a property's assessed and true market value, he said.

"When values go down, the county can still increase assessments to play catch-up," Sharpe said. "This will fix that."

The additional homestead exemption for first-time buyers "will probably help Realtors and brokers" by spurring sales and potentially creating more jobs in the industry, Sharpe added.

The value of the additional exemption is equivalent to 50 percent of the property's market value at the beginning of the year the exemption is obtained. It can't exceed the median market value in the county where the property is located.

That provision is a critical change from Amendment 1, Price said.

Under Save Our Homes and Amendment 1, first-time buyers "get a raw deal," Price said. The additional homestead exemption in Amendment 4 would help correct that.

For a young couple starting a family, an additional exemption for an initial home purchase "makes a huge difference," according to longtime government affairs attorney Jorge Luis Lopez of Coral Gables.

"If we were debating this during a period where real estate was booming, we would knock our heads and ask why this is necessary," he said. "This could help stimulate additional transactions" during the current cycle, however.

Potential Pitfall

The reduction of the 10 percent assessment cap on non-homesteaded properties to 5 percent presents the biggest potential pitfall, Sharpe said.

By including the cap reduction in the amendment, state lawmakers might have unwittingly given commercial property owners like Sharpe less incentive to make renovations and tenant improvements, he said.

Commercial property owners would not want to trigger more expensive assessments that would offset any savings incurred from the 5 percent cap.

Sharpe is currently spending $1 million to extensively renovate a shopping center he owns on Miller Road and Southwest 93rd Avenue in Miami-Dade. He said he would have not have undertaken the upgrades if Amendment 4 had been in effect before the renovations were under way.

Hughes agreed during the webinar the cap reduction is the "most problematic" component of Amendment 4. The 10 percent cap is scheduled to expire in 2018. If the proposed amendment passes, the 5 percent cap would run until 2023.

It would "hurt businesses," she said.

"The idea that you can have the baker who has been there for 10 years and a new baker comes in and automatically has higher taxes is not the message we want to send to business here," Hughes said. "It's not just new businesses; expanding businesses are impacted. If someone wants to add 33 employees and move to a new facility, it might not be financially feasible to move to a larger location."

Sharpe said an important downside that has been overlooked is that municipalities would likely significantly raise millage ? or tax ? rates to make up for revenue shortfalls incurred from Amendment 4.

Those governments "count on a certain amount of revenue," he said. "If they don't get it from people like me who own shopping centers, who will pay for it?"

Uncertain Outcome

With a 60 percent threshold, Amendment 4 "could go both ways," according to Lopez.

The amendment is part of a lengthy ballot that includes a presidential election, numerous local races and a bevy of other constitutional amendments. Voter "fatigue" could be a major issue, Lopez said. Amendment 4 is outlined on the ballot in five paragraphs. The paragraph on the additional homestead exemption for first-time buyers alone is more than 200 words long.

From a strategic standpoint, covering so much ground in one amendment makes sense, Lopez said. Proponents can build up support among both commercial and residential property owners.

But "the counter historically has been when amendments sort of become Christmas trees," Lopez said. "If too many things are on it, that weighs it down."

Sharpe believes Amendment 4 has a "90 percent" chance of passing.

"Most people don't own commercial property," he said. "Most people will vote as a residential property owner. If I were them, I wouldn't vote against it, either."

Other Amendments

Other real estate related constitutional amendments on the Nov. 6 ballot:

? Amendment 2, which expands an additional homestead exemption for disabled veterans to include those who were not Florida residents when they began their service.

? Amendment 9, which gives an additional homestead exemption to the surviving spouse of a military veteran or first responder.

? Amendment 11, which grants an additional exemption to owners who are 65 or older if their primary property has a just value below $250,000 and they have resided on the property for at least 25 years.
