Moldova, Trans-Dniester to talk again in Ireland (AP)

VILNIUS, Lithuania ? The first talks in nearly six years between Moldova and the pro-Moscow separatist region of Trans-Dniester have concluded in Lithuania with an agreement for more meetings at the beginning of next year.

Lithuania's Foreign Minister Audronis Azubalis said Thursday that negotiations focused on a "discussion of principles and procedures for the conduct of the negotiation" and "laid solid ground for the future work on promoting the conflict resolution."

The participants agreed the next official meeting will take place in February 2012 in Ireland.

Trans-Dniester broke away from Moldova in 1990 and fought a war with Moldovan forces in 1992 that left 1,500 people dead. The region is not recognized internationally but has its own legal and administrative system.

YouTube renovates website with new look, format (AP)

SAN FRANCISCO ? YouTube has reprogrammed its website to make it easier for viewers to find and watch their favorite channels.

The facelift unveiled Thursday is the latest step in YouTube's attempt to make the Internet's most popular video site as compelling and easy to navigate as cable TV.

As part of the redesign, YouTube is replacing its staid white background with a touch of gray.

The changes are part of the biggest renovation that YouTube has undertaken since Google Inc. bought the site for $1.76 billion five years ago.

YouTube's website has been reorganized to display three main vertical columns instead of scattering clips in horizontal rows. The old format often stitched together videos in a crazy quilt that required frequent searches.

Romney Needs to Find a Better Answer to Explain Health Care Reform (ContributorNetwork)

COMMENTARY | Recently former Mass Gov. Mitt Romney sat down to an interview with Fox News' Bret Baier. Afterward, Romney expressed his displeasure at what he felt was the aggressive nature of the questioning, which he said was uncalled for, CNS News reports.

Romney was particularly miffed over questions about Romneycare, his version of health care reform passed in Massachusetts when he was governor. He kept the line that he has been hewing to for most of the campaign, that Romneycare was good for Massachusetts but not necessarily for the nation as a whole. This may have to do with the political culture of deep, blue-state Massachusetts than any unique healthcare needs in the state Romney once governed.

Romney's line might be defensible if Romneycare. But as Reason Magazine points out, Romneycare has developed a variety of problems. Wait times for health care treatment are rising. Cost overruns for the system are rising. More and more physicians are declining to see new patients. Emergency rooms are still clogged with patients. The rate people who have health insurance has risen from already robust 90 percent to 95 percent. This has come at a great cost in government subsidies.

Romney was also irritated by Baier's probing over his various changes in positions over the years.

The best thing that could happen to Romney would be for him to be beat for the Republican nomination, likely as things stand now by former House Speaker Newt Gingrich. If he finds the probing questions of a relatively friendly reporter from Fox News an irritant, one can only imagine how he is going to react to less friendly reporters. And that does not even take into account what Gingrich or Barack Obama, should Romney pull out the nomination, would do to him in a debate.

The problem is that Romneycare is a running sore that is inflaming antipathy over the idea of a Romney presidency. It was the model for national health care, or as it is generally known as Obamacare. Voters who find the very idea of health care reform anathema are not going to give Romney a pass unless he comes up with a better answer and learns to deliver it in a calm manner.

Back in June Robert McNamara of the Institute for Justice told me about their battle to legalize bone marrow sales.? Just six months later, it looks like they've won.? Despite the text of NOTA (the National Organ Transplant Act), the Ninth Circuit ruled that bone marrow is not an organ.? From the Washington Post:
A federal appeals court ruled Thursday that most bone marrow donors can be paid, overturning the government's interpretation of a decades-old law making such compensation a crime punishable by up to five years in prison. In its ruling, the 9th U.S. Circuit Court of Appeals said a technological breakthrough makes donating bone marrow a process nearly identical to giving blood plasma...

[T]he court said the new technology isn't covered by the law because actual bone marrow isn't taken from the donor. Instead, specialized cells that grow into marrow are taken from a donor's bloodstream, and it's basically a blood donation, not an organ transplant, the court said...

The ruling overturns a lower court decision barring compensation for all bone marrow donations.

The lawsuit was filed by lawyers at the nonprofit Institute for Justice, representing a coalition of patients, doctors and MoreMarrowDonors.org, which is seeking to offer donors $3,000 in the form of a scholarship, housing allowance or gift to charity.

The lawsuit, filed by the Institute for Justice on behalf of cancer patients, their families, an internationally renowned marrow-transplant surgeon, and a California nonprofit group, seeks to allow individuals to create a pilot program that would encourage more bone-marrow donations by offering modest compensation--such as a scholarship or housing allowance--to donors...

Now, as a result of this legal victory, not only will the pilot programs the plaintiffs looked to create be considered legal, but any form of compensation for marrow donors would be legal within the boundaries of the Ninth Circuit, which includes California, Alaska, Arizona, Hawaii, Idaho, Montana, Nevada, Oregon, Washington and various other U.S. territories...

"Today's opinion is a victory for common sense and for cancer patients everywhere," said Institute for Justice President and General Counsel Chip Mellor. "No one should go to prison for simply trying to save a life."

Next stop: kidney selling.? Hey, I can dream.
